James Boucher

James Boucher has 30 years of industry experience in the renovation of existing and construction of new federal, institutional, industrial, and commercial projects. He is primarily responsible for the general management of PEI’s production activities and he also supervises the estimating and project management departments. He is involved in all phases of business including: preconstruction services, estimating, negotiations, and project management.

Jim pursued a degree in Electrical Engineering from the University of Hartford in Connecticut. He earned his Bachelor of Science degree in Engineering Technology Construction from Central Connecticut State University.

Pocono Environmental Education Center Dingman’s Ferry, PA

Mr. Boucher is currently managing the nearly complete construction of the new Pocono Environmental Education Center. Awarded to PEI by the National Park Service, this $2.1M ground-up construction includes: Acoustical Work, Casework, Carpentry/Drywall, Demolition, Door installation, Electrical Work, Fire Proofing, Flooring, Frames& Hardware, Mechanical Work, Misc. Metal Work, Moveable Walls, Painting, Roofing, and Sprinkler Systems. C-17 Interim Fuel Cell, McGuire AFB, NJ: Jim Boucher served as Project Manager of the complete installation of an interim fuel cell noted as one of the key projects approved to prepare McGuire AFB for the arrival of the new C-17 Globemasters. With the current state of the nation, McGuire plays a prominent role in national defense at home and abroad. PEI is pleased to take part in such an integral role in the enhancement of the United States Army’s defense infrastructure. Totaling nearly $1.3M in value, the construction required: Caulking, laying Concrete, installing Doors and Hangar Door, Electrical Work, Fire Alarm installation, Glazing, GWB, Masonry, Plumbing, Site Work, Sprinkler System installation, and Steel Work.

Jim Boucher served as Project Manager of the complete installation of an interim fuel cell noted as one of the key projects approved to prepare McGuire AFB for the arrival of the new C-17 Globemasters. Second Baptist Church of Germantown Philadelphia, PA

On this project, Jim is currently managing the complete 25,000 sq. ft. renovation, totaling over $2.3 million in value. Located on the historic Germantown Avenue, we are renovating all three floors including the sanctuary, daycare center, classrooms, fellowship hall, and kitchen. The construction is being completed without disruption of fellowship and involves window restoration, demolition, masonry, roofing, structural steel, staircases, concrete, casework, doors, GWB, ACT, ceramic tile, resilient flooring, painting, HVAC, plumbing, sprinkler systems and electrical work.

Renovate Nursing Units, Bldg 1- VAMC Lebanon, PA

While simultaneously working in four of five stages of the project, Jim managed 61,000 sq. ft. of renovations at Bldg 1 of the Veterans Affairs Medical Center in Lebanon. The work is valued at $6.7 million and includes demolition, asbestos abatement, concrete, masonry, steel, installation of windows and doors, ACT, GWB, HVAC, plumbing, sprinkler systems, flooring, electrical work, fire alarm installation, implementation of a nurse call system, and oxygen air vacuum capable rooms.

Sam’s Club Philadelphia, PA

In March of 2001, interior and exterior renovations were made to the 130,000 square foot Sam’s Club at Franklin Mills Mall in Pennsylvania. Mr. Boucher successfully managed the project without disrupting business. The scope of work included: Electrical Work, Structural Steel Work, Plumbing, Fencing, Masonry, Roofing, Interior Finishes, GWB, Painting, flooring, Sprinkler Systems, casework, installing overhead doors and a new store front.

Independence Hall Philadelphia, PA

Jim managed $693 thousand worth of new construction performed on the grounds of this most historic National Landmark/World Heritage Site. The vehicle defense system was completed in December of 1999. The system completely surrounded the 800 ft perimeter of Independence National Historical Park. Inclusive of protecting the existing sidewalk and traffic engineering, this project involved site work, concrete, brick and stone paving, removable and retractable steel bollards, structural steel, sealants, and painting.

American Museum of Natural History New York, NY

Jim managed $2.4 million in restoration to this world renowned structure. He successfully managed the replacement of 20,000 units of Vermont Slate and the installation of new snow guards, the re-sealing of all skylights and new mullion covers, new modified bitumen and B.U.R. systems, scupper drains, and copper gutters. Re-pointing of masonry walls and asbestos abatement were also an integral part of this project.
